Ali Kurt was born in 1981 in Bakırköy, Istanbul. He completed his primary, secondary, and high school education in Mersin. He graduated from Istanbul Yıldız Technical University with a degree in Geodesy and Photogrammetry Engineering in 2005. He completed his master's degree in Urban Transformation at Okan University from 2011 to 2013.
Between 2002 and 2005, he worked in various surveying offices on housing and stadium projects, as well as in the preparation of existing maps for different regions. After joining the Istanbul unit of the Housing Development Administration (TOKİ) in 2005, he held positions as a Geodetic Engineer, Assistant Expert, and Expert until 2013. From 2013 to 2018, he served as the Branch Manager for Land Production in Istanbul, and during 2018-2019, he took on roles as the Head of the Istanbul Real Estate Office and the Istanbul Urban Renewal Office.
Additionally, Kurt was a member of the Natural Heritage Commission of the Ministry of Environment and Urbanization for the Istanbul 2nd Region from 2012 to 2014. Since 2015, he has served as a board member in publicly owned companies. He holds a Capital Markets Board Certified Real Estate Appraisal Expert certificate and has participated as a guest lecturer at various public and foundation universities, discussing land production projects and the processes of mega public projects.
