He graduated from the Faculty of Law at Ankara University. He is a lawyer, journalist, and author. He served as a Member of Parliament for Samsun in the 22nd, 23rd, and 24th terms. He was a member of the Parliamentary Assembly, the Constitutional Commission, the National Defense Commission, and the Parliamentary Assembly of the Black Sea Economic Cooperation.
He was appointed as the Founding Minister of Youth and Sports in the 61st Government of the Republic of Turkey. Currently, Kılıç serves as the Deputy Chairman of the New Welfare Party, holding the positions of Head of Political Affairs and Party Spokesperson.
